Personality:
One of the defining characteristics Dionysus has is his desire to make others happy, even at his own expense. Even before godhood, he was willing to be the designated driver for his wasted friends, pick up hitchhikers in the rain, and just generally be a nice guy. As a god, he admits to never being alone in his own head, and swears off sleep in favor of performing. As a matter of fact, he prioritizes his performances over nearly everything, stating that he wants to give people at least one night of happiness, even if their memories are fuzzy on details.
He describes himself as neither a lover nor a fighter, but a dancer. It does indeed take a lot to make Dionysus fight, and usually, it's to protect others. Hes also the type of guy who doesn't turn his back on his friends, as proven by his loyalty to the Morrigan and Baphomet both when everyone else suspected Baphomet of murder. It's also shown later, when Dionysus recognizes the abusive tendencies happening in Baphomet's relationship with Morrigan and tries to intervene.
That said, he isn't always all sunshine. He's also been shown to have an occasionally short temper, especially when feeling ill or tired. At one of his performances, he can be seen snapping at his fans for being angry at him having to call it short for caffeine, and later on, at Baphomet for making him spill a soda. He's also had arguments with the rest of the Pantheon when they held Morrigan captive, which he felt was unfair.
For all of Dionysus' faith in people and desire to help, he isn't an idiot either. He's perfectly capable of realizing when someone is untrustworthy, as seen in his relationship with Woden. Despite his distrust, he still ended up working alongside both Woden and Cassandra, not wanting to disappoint her or the people who would see their performance. It's because of this desire to never disappoint others or make them unhappy that leads to his eventual death in the comics.
Another important note is that Dionysus is asexual, although nowhere near aromantic. He has a fondness that's clear for Cassandra, but being the good guy he is, refuses to let it get in the way or become awkward in their relationship. As mentioned previous, Dionysus will sacrfice a lot of himself to make sure everyone around him is as happy as he can make them.

Dionysus wears an acid pin on his shirt a lot of the time and encourages Laura to participate in one of his performances on E, hinting clearly at at least former drug abuse, but he probably still indulges.
He also never seems to want to stop partying. Whether it's for others benefit or his, this sort of shameless indulgence definitely borders on sinful.
Abilities:
Dionysus, like the other gods, seems to have increased stamina and strength. He has enough stamina to go without sleeping, possibly since his reincarnation, though it does appear to catch up to him towards the end.
He also has the ability to summon nunchucks to use in battle, which seem relatively strong.
Underground teleportation, which will be void in Atonement. He can teleport to the Underground back home since he is an underworld god.
His most pronounced ability would be his Hivemind possession. He can create a hivemind dancefloor that seem to cause everyone who participates to glow a different color. He's able to not only possess humans, but other gods, for some time. While in this state, participants seem to lose track of time and feel generally amazing. He can sustain this for days, but does eventually need to break for sugar or caffeine to keep himself going.
Ideas:
I would like to see Dio eventually start to put on performances for those in Penance to help ease with the trauma of whatever punishments come up, as well as just get to know others and form some strong friendships. Since he'll be taken post-death, he'll have a lot on his mind to work through as well.
